Tour of California features stricter anti-doping rules

The Amgen Tour of California unveiled a comprehensive anti-doping program Tuesday that includes prerace blood testing for all riders, double the number of in-race tests and a measure that will set aside samples for future testing for human growth hormone.
"These unique measures are on the forefront of how we'll see sports managed," said Andrew Messick, president of race organizer AEG Sports. "It will serve as a model for other sports."
Bob Stapleton, owner of team High Road (formerly T-Mobile), called the plan "a real progressive step forward for the sport. Every rider will have the chance to compete under equal conditions."
